The online module is asynchronous: each person learns at their own pace, with individual progress through modules. The in-house workshop is on-site or remote-live: 1 day focused at a stretch, team discussion, exercises from your daily work. Content is identical; the in-house format is especially useful when you want to bring an entire team to the same level.

What about employees who only occasionally use ChatGPT?

They also fall under Article 4. The obligation applies regardless of usage intensity. The training is structured so that occasional users can take away the essential content in 1 to 2 hours.
